Swedish evroc, CCSF member, is building Europe’s hyperscale cloud and critical AI infrastructure. The company has its headquarters in Stockholm, Sweden, with development offices in Sophia Antipolis, France, and London, the United Kingdom. By 2030, evroc aims to operate 10 hyperscale data centers, employing thousands of people across Europe.

In the context of an increasing use of AI, putting pressure on our energy resources, evroc, Blykalla and Studsvik partner to explore how to power this digital infrastructure with sustainable fossil-free energy. Specifically, the enterprises explore the development of Sweden’s first nuclear-powered data centers.

The aim is to combine the building of evrocs hyperscale cloud and AI infrastructure with Blykalla’s Small Modular Reactors (SMRs) and Studsvik’s licensed nuclear site in Nyköping. The project will examine the commercial and technical feasibility of co-locating data centers and SMRs at Studsvik’s licensed site.

The agreement aims to “establish Sweden as a frontrunner, leveraging evroc’s digital infrastructure, Studsvik’s licensed site, and Blykalla’s advanced SMR technology.” Moreover, Mattias Åström, founder and CEO of evroc says “The ever-growing demand for AI underscores the urgent need to rapidly deploy massive hyperscale AI infrastructure. Through our collaboration with Blykalla and Studsvik, we are exploring a model where Sweden can lead in building climate-neutral digital infrastructure".

COMMISSION PRESENTS NEW PROPOSAL TO SAFEGUARD EU STEEL INDUSTRY

On 7th October 2025, the Commission presented a proposal on addressing the negative trade-related effects of global overcapacity on the Union steel market, invoking the need to safeguard the EU steel industry against dumping. In line with the WTO rules, the Commission's proposal aims to limit tariff-free import volumes, increase the level of out-of-quota duty, and strengthen traceability.

The proposal is motivated by the ongoing crisis of the EU steel sector, which is subject to continuous import pressure resulting from a persistent global overcapacity of steel production. The Commission argues that this pressure could undermine the industry’s ability to make essential investments into decarbonisation. The problem is likely to intensify as countries, including the United States, adopt protective measures that divert surplus global steel toward the EU market.

Similar to the current safeguards, the new trade protection mechanism for steel will introduce a system of tariff-rate quotas (TRQ) to protect the EU steel industry from imports. It will significantly reduce the available duty-free quotas by 47% compared to 2024 levels. The total level of TRQs will be based by applying the 2013 steel import share of 13% applied to 2024 demand levels, yielding 18.3 million tonnes (down from currently 33 million tonnes). The Regulation will also empower the Commission to allocate country-specific quotas for each product category based on exporters’ import shares from 2022 to 2024. The out-of-quota tariff will double from currently 25% to 50%, aligning with the general Section 232 US import tariff on steel.

The Commission proposes to not apply the quotas to EEA-EFTA countries Iceland, Norway, and Liechtenstein which would exclude them from the scope of the Regulation. It thereby upholds the special treatment granted to the EEA-EFTA countries as part of the EU steel safeguards of 2018/2019.

Next steps

In line with the ordinary legislative procedure, the European Parliament and the Council will now scrutinise the proposal. Once adopted by the Council and Parliament, the measure will enter into force before the expiry of the current safeguards, on 30 June 2026, to ensure uninterrupted protection of the EU steel sector.

COUNCIL ADOPTS FINAL TEXT SIMPLIFYING CBAM

After months of negotiations and following the Parliament’s adoption in plenary last month, the Council formally adopted the Commission’s proposal to simplify the so-called carbon tax, the Carbon Border Adjustment Mechanism (CBAM). As part of the first Omnibus package, the review aims at reducing the regulatory and administrative burden and compliance costs for European small and medium companies, considering CBAM’s high climate ambitions.

The text notably introduces a mass-based threshold whereby imports up to 50 tonnes per importer per year exempt from CBAM. Importers whose annual imports of iron & steel, aluminium, cement, and fertilisers cumulatively do not exceed the mass-based threshold are exempted from CBAM obligations. The text also provides more time for importers to submit the annual CBAM declaration. The submission deadline is moved for every year from 31 May to 30 September for the emissions of the previous year. The sale of CBAM certificates will start on 1 February 2027 for the years 2026 and 2027.

The amended regulation contains other simplification measures for all importers of CBAM goods regarding the authorisation procedure, data collection, emissions calculation, verification requirements, and the method for determining the financial liability of authorised CBAM declarants. Finally, the amended regulation revises the provisions on penalties and on the rules regarding indirect customs representatives.

Next steps

The text, which has been published in the Official Journal of the EU, enters into force on 20 October 2025.

In addition, the Commission plans to propose a solution for exports under CBAM as well as a possible scope extension by the end of the year. The CBAM definitive regime will enter into application on 1 January 2026.

EU AND INDONESIA FINALISE NEGOTIATIONS ON COMPREHENSIVE ECONOMIC PARTNERSHIP

After almost 10 years of negotiations, the EU and Indonesia jointly announced the conclusion of an economic partnership agreement composed of a Comprehensive Economic Partnership Agreement (CEPA) and an Investment Protection Agreement (IPA).

The agreements follow the initial political agreement from 13 July reached between Commission President Ursula von der Leyen and Indonesian President Prabowo Subianto. Negotiations between the EU and Indonesia were launched in 2016, whereas the talks recently gained momentum in the face of global trade disruptions caused by the US tariff policy. In this context, the agreement aims to diversify trade partnerships, notably by securing new opportunities for EU companies, bringing benefits for farmers and securing sustainable critical raw materials supply.

Key measures include the removal of 98.5% of Indonesian tariffs on EU goods with import duties currently averaging 10% while Indonesia’s main export goods, such as palm oil, textiles and footwear, will benefit from EU preferential market access. Regarding sustainable development, the EU-Indonesia CEPA features the Paris Agreement as an essential element as well as a Trade & Sustainable Development (TSD) Chapter committing both parties to respect international core obligations on climate, the environment, and workers' rights. The EU and Indonesia also commit to work together on carbon pricing - an area of cooperation likely to envisage compatible carbon pricing in line with the EU's CBAM. The agreement will also provide the EU with stable and predictable terms of access to critical raw materials, including nickel and cobalt of which Indonesia is one of the world's leading producers.

Next steps

After the draft texts are published, they will go through legal revision and translation into all official EU languages. The Commission will then submit the CEPA and IPA to the Council for signature and conclusion. After Council adoption, the EU and Indonesia will sign, and the texts will go to the European Parliament for consent. Once the Parliament consents and Indonesia ratifies, the agreements can enter into force. The Commission aims for into force before 1 January 2027.

Prince Daniel Opens Tarik Kiswanson’s “The Relief” at the Swedish Institute in Paris

Tarik Kiswanson, one of the most acclaimed Swedish artists of his generation, presents The Relief at the Swedish Institute in Paris, on view from 23 October 2025 to 11 January 2026. The exhibition was officially opened by Prince Daniel of Sweden and attended by the Swedish Ambassador to France, underscoring the cultural importance of this cross-border artistic moment.

Known for his poetic and multidimensional practice, Kiswanson explores memory, migration and transformation through sculpture, sound, and video.

At the centre of the exhibition is Steinway Victory Vertical (1944), a piano once parachuted to Allied soldiers as a source of hope and relief during World War II. Reimagined by Kiswanson, it now hovers above a cocoon-like sculpture, transforming into a powerful symbol of healing, memory, and renewal.
